Yes, Baja California is the name of the entire state below California in Mexico. Its northern part is occupied by the state of Baja California, and her southern part is occupied by the state of Baja California Sur.

Tijuana's main beach is called Playas de Tijuana. There are plenty of surfers who come to Baja Malibu in search of waves right below the main beach. However, its sandy area can get crowded on weekends, so be sure to arrive early.
A 20-minute drive from the city is Playas de Rosarito, while a 45-minute drive will take you to the beaches near La Fonda. Tijuana itself offers great beaches if you're just looking for a day trip from San Diego. You can enjoy a fantastic beach day without having to travel too far away from the city center due to the proximity of the water.
About the San Ysidro Border
World's busiest international border crossing by land is found at San Ysidro Port of Entry. If we consider individual crossings and vehicles from the U.S. to Mexico, and vice versa, this makes sense.
Both sides of the border commute daily or weekly between their home and work, family, and other places. Over 90000 commuters cross the border between San Diego and Tijuana each day since the entry point opened in 1970. In addition to the 106 million crossings per year at San Ysidro, there are 48 million vehicles crossing as well.
It is similar to how LA locals from downtown may go to Glendale daily for work or to visit family. A border is just across the street from Tijuana.
Otay Mesa Border Crossing
There is little traffic at Otay Mesa, so it is a much faster border crossing; however, it is less convenient for those looking to pass from central San Diego to central Tijuana.
From the Tijuana side, it is much more difficult to reach the crossing point via I-5 or I-805. Leaving Tijuana via the San Ysidro Port of Entry will be easier.
